Marcia is an Oxford University AI Programme Trained and Certified AI Auditor, AI Ethicist and AI Professional, and was a recent representative to Invite Only, Creative Leadership for Social Impact and Dialogue, Shape the World Summit, Social Impact Pathway, Urbaniana University, Rome, Vatican City, June 12-13, 2025 to discuss AI Ethics together with a multi-faith delegation and high-level Vatican officials. . 

Past multi-year US National Chair of the United States Department of Transportation (USDOT)/ National Center for Statistical Analysis (NCSA)/ National Highway Traffic Safety Administration (NHTSA), Fatality Analysis Reporting System (FARS), Technical Advisory Committee spanning all 50 states, Washington SC, US Virgin Islands and Puerto Rico, Marcia led the oversight for enhancements to the national fatal collsion database. Marcia was also co-chair and longtime member of the Washington State Traffic Records Committee, and was heavily involved in Data Acquisition, Data Quality, Data Governance, Data Analytics, Data Policy and Legislation, Data Standards and Compliance, Data System Designs and Data Migrations.

Her influence extends globally, from solving crimes at Microsoft using AI to launching one of the first data quality programs for statewide courts in the U.S. Marcia's commitment to empowering women in tech and data fields has also earned her a spot on CDO Magazine's "Global Data Power Women List 2023" and the title of "Women in Data, Data Leader of the Year 2022."

Marcia's impact on public safety, healthcare, and sustainability is profound. She has pioneered data quality programs, assisted in the development of a national early notification system for the US Government, risk models, outcome assessments for traffic collisions, and implemented innovative data-driven approaches that have earned her numerous awards from the U.S. Department of Transportation and the National Center for Statistical Analysis. Her work has led to a significant reduction in fatal and injury collisions and improved national security, showcasing her ability to use data to save lives and enhance systems.
